The Brazilian city that will host the 2016 Olympic Games has one of the deadliest police forces on the planet and Juan Moraes' killing is an example of how serious the problem is. In the last five years, officers in Rio have killed on average 3.5 people per day, according to an Associated Press analysis of police data. The four police officers suspected in Moraes' death have 37 on-duty killings among them, according to police records.
