Iraqi Kurdish leader says 'yes' vote won independence referendum Posted: 26 Sep 2017 11:38 AM PDT By Maher Chmaytelli and Ahmed Rasheed BAGHDAD/ERBIL, Iraq (Reuters) - Iraqi Kurdish leader Masoud Barzani said on Tuesday that Kurds had voted "yes" to independence in a referendum held in defiance of the government in Baghdad and which had angered their neighbors and their U.S. allies. The Kurds, who have ruled over an autonomous region within Iraq since the 2003 U.S.-led invasion that toppled Saddam Hussein, consider Monday's referendum to be an historic step in a generations-old quest for a state of their own. Iraq considers the vote unconstitutional, especially as it was held not only within the Kurdish region itself but also on disputed territory held by Kurds elsewhere in northern Iraq. |

The incident took place far from Duterte's residence inside the compound, Dagoy said, adding that even other members of the security force were unaware of the shooting until Gonzaga's wife found the body. |

Russian 'cannibal couple' suspected of killing up to 30 and posing with body parts Posted: 26 Sep 2017 09:56 AM PDT A Russian couple are suspected of dozens of cases of cannibalism after they were found with pictures of human body parts, including a cooked human head on a platter of oranges. The couple, named in local media as Dmitry Baksheyev, 35, and his wife Natalya, 42, are suspected of killing as many as 30 people over the past two decades while living at a military academy in Krasnodar, south-west Russia. Recipes and video lessons for cooking human meat were reportedly found in their dormitory, alongside body parts. Investigators were tipped off after road workers found a phone belonging to Mr Baksheyev, which included selfies of him with a severed hand and other body parts belonging to a woman. Mr Baksheyev is believed to have killed the woman and cut her up after the couple quarreled with her during a drinking session three days earlier, according to a statement by the Krasnodar investigative committee. The couple were arrested after pictures of dismembered bodies were found on a phone Credit: East2West News Local media published a photograph of what appeared to be the man with a human hand in his mouth. Investigators later discovered fragments of a human body in a salt solution and frozen meat of an unknown origin in their room in a dormitory at the Krasnodar military aviation academy, where Mrs Baksheyev had reportedly been employed. Among the finds was a jar with the preserved hand that the husband had taken a selfie with, state news agency RIA Novosti reported. A search also uncovered remains of the dead woman in a nearby basement. Investigators have announced a murder investigation into the death of the woman. Natalya Baksheyev had reportedly approached a chef to ask for cooking tips Credit: East2West News Mr Baksheyev claimed he had simply found the body parts and photographed himself with them, investigators said. RIA Novosti later quoted a source as saying he had admitted to killing the woman as well as a previous victim in 2012, and reports said that the pair had been connected to at least seven killings. Komsomolskaya Pravda newspaper published a blurred-out photograph, which it said was taken in 1999 and found in the Baksheyev home, showing a cooked human head on a platter with mandarin oranges. Phones belonging to alleged victims were also discovered in their room, the newspaper cited a law enforcement source as saying. Entrepreneur Vitaly Yakubenko told local media outlets Natalya had interviewed for a chef job at his restaurant in 2010, asking several questions about where he bought his ingredients while Dmitry waited outside. "She kept asking everything about meat, whether I wanted to buy it cheaper," Yakubenko told Komsomolskaya Pravda. "Apparently she wanted to sell human meat in my bistro." |

British tourist mauled to death in Greece by rabid wolves not stray dogs, coroner believes Posted: 26 Sep 2017 01:47 AM PDT A British woman believed to have died after being mauled by feral dogs in Greece may have been attacked by rabid wolves, a coroner has said. The woman, named locally as Celia Hollingworth, of Bradford on Avon, Wiltshire, was reported missing on Thursday. The 62-year-old disappeared while walking back to her accommodation in Maroneia, in the northern part of the country, following a visit to the nearby archaeological site of Mesimvria. Coroner Nikolaos Kifinidis told The Times that the condition of remains found on Saturday suggested she was not attacked by stray dogs. "It seems like she may have been attacked by other wild animals, like rabid wolves and jackals," he said. According to animal welfare campaigners, there are an estimated one million stray dogs in Greece, however wolves are common to the wooded region. Reports suggest that Ms Hollingworth tried to contact her relatives in London after being attacked, but lost signal on her phone. "We are also working with colleagues from the Foreign Office and supporting her next of kin at this difficult time." A Foreign Office spokesman said: "We are in contact with Greek police in relation to a British woman missing in northern Greece since Thursday. "We are also providing consular assistance to her family." The archaeological site of Mesimvria is is northern Greece |
One week to cross a street: how IS pinned down Filipino soldiers in Marawi Posted: 24 Sep 2017 11:00 PM PDT By Tom Allard MARAWI CITY, Philippines (Reuters) - With a grimace, Brigadier General Melquiades Ordiales of the Philippines 1st Marine Brigade recounted the painful gains made against Islamist militants in Marawi City. "It took us one week from this point to that point, to cross that street," he said, casting his eyes to the other side of a two-lane road in the heart of the southern Philippines city, lined by three-storey buildings shattered by air strikes and the remaining walls riddled with bullet holes. "It was really very, very tough." The grinding urban warfare that has destroyed much of the grandly named Sultan Omar Dianalan Boulevard shows just how much of a threat Islamic State is to the Philippines and potentially other countries in the Southeast Asian region. |

The new restrictions replace an expiring 90-day measure that had locked Trump in political and legal battles since he took office in January over what critics alleged was an effort to block Muslims from the country. |
